In-person Urban Nodes Taskforce: Next steps in SUMP update and Urban Mobility Indicators consultation
25 November 2025 - 9:30-11:30 - Utrecht
The EU’s Trans-European Transport Network (TEN-T) policy is a key instrument for developing a coherent, efficient, multimodal, and high-quality transport network across Europe. Moving forward, urban nodes will play a pivotal role in the TEN-T framework, serving as a crossroads of transport networks operating at different levels. By 2027, each one of the 431 urban nodes is expected to have a Sustainable Urban Mobility Plan (SUMP) in place. This plan should serve as a medium-term, integrated strategy encompassing all aspects of mobility within a Functional Urban Area (FUA). Furthermore, by the same deadline, urban nodes are required to collect and submit urban mobility data to the European Commission, covering the fields of sustainability, safety and accessibility.
This session will inform participants on all updates in regards to TEN-T obligations, including the definition of Functional Urban Area and Urban Mobility Indicators (UMIs) Implementing Act and consultation .
Key questions to be addressed in the discussion:
- Next steps in SUMP development/update
- Building the TEN-T with the support of meaningful financial instruments
- Multilevel governance of the urban nodes and planning obligations in line with a joint city-region-national level nexus
- Urban Nodes and UMIs: support the organisational structure and follow the progress of UMIs, including data collection
