In-person CCAM Urban Deployment Roadmap Workshop: Building Blocks

This workshop is part of the ongoing co-creation of the CCAM Urban Deployment Roadmap, a joint initiative of POLIS and the CCAM Partnership, developed within the framework of the CCAMbassador project. It continues the process launched during the first workshop held in Brussels on 8 October 2025, which brought together more than 100 representatives from cities, regions, industry, research, and policy. That first discussion helped identify common challenges, deployment priorities, and the foundations of a shared vision for CCAM deployment in 2035, which will be further developed in the upcoming roadmap report.

The roadmap aims to define what it takes to move from research and pilots to large-scale CCAM deployment in cities and regions. It will outline the enabling conditions, policy instruments, and collaborative actions required to make this transition possible, ensuring that innovation is grounded in real urban needs and supported by relevant European and national frameworks.

Building on the outcomes of Workshop 1, this second workshop will validate and continue developing the 2035 vision emerging from the first report and use it as a starting point to work backwards towards concrete actions. Participants will apply the CCAMbassador Building Blocks as a framework to identify what needs to happen, when, and by whom, to enable deployment across different local contexts.

Through this process, the workshop will:

  • Validate and refine the 2035 vision from the first workshop and report
  • Identify priority Building Blocks and enabling conditions for deployment
  • Define key actions, responsibilities, and timelines towards 2035
  • Contribute to the next steps of the CCAM Urban Deployment Roadmap, bridging research, policy, and real-world implementation


Please note that this meeting is mainly directed to local/regional authorities as well as CCAM projects, and due to the limited capacity of the meeting venue, the organisers might need to restrict the participation of less involved stakeholders.

14:00 – 14:35 | Introduction and framework overview

Objective: Present the 2035 vision for urban CCAM deployment, recap outcomes from the first workshop, and introduce the Building Blocks framework that will guide today’s co-creation process.

14:35 – 15:45 | Working backwards from the 2035 vision

Objective: Translate the 2035 vision into concrete actions, identifying the most critical Building Blocks and defining what needs to happen to achieve deployment.

Format: Group work by deployment profile (self-selected by cities and regions). Non-city participants will be distributed across the groups to provide complementary perspectives and input.

Participants will:

  • Identify the most relevant Building Blocks for their city or region
  • Assess current maturity levels
  • Define enablers, blockers and key responsibilities
  • Sketch a 2025–2035 deployment timeline

15:45 – 16:15 | Coffee Break

16:15 – 17:30 | Deep Dive: exploring Building Blocks for Urban CCAM deployment

Objective: Examine barriers, needs and synergies across all Building Blocks from a city and stakeholder perspective to refine the roadmap structure.

Format: World Café with rotating discussions (3 rounds, 3 Building block deep dives per participant)

Building Block tables:

  1. Vehicle – technology, data, accessibility
  2. Person – user needs, acceptance, inclusivity, workforce
  3. Physical & Digital Infrastructure – connectivity, services, maintenance
  4. Business Models – value chains, procurement, economics
  5. Operations – service design, management, customer support
  6. Regulations – liability, licensing, access rules, policy
  7. Testing & Validation – pilots, testbeds, harmonisation

17:30 – 18:00 | Reporting back and next steps

Objective: Share highlights from the discussions, present how results will feed into the CCAM Urban Deployment Roadmap, and outline next steps within the CCAMbassador framework.
